In this HCI Webinar, I talk with Eric Saylors about how AI is a "cognitive acid test" for leaders. Eric Saylors is the author of Quantifying a Negative (2015), Sense Making in Risk Assessments (2022), and The 7-Year Active Shooter Study (2026). He is a Fire Chief with over 30 years of experience and holds a Doctorate in Leadership from the University of Southern California. In addition to serving as Product Lead for HEN Technologies, Eric currently serves as Fire Chief of the El Cerrito–Kensington Fire Department, having previously spent 25 years with the Sacramento City Fire Department. Over the course of his career, he has served in every rank from firefighter/paramedic to Fire Chief, including engineer, captain, battalion chief, and assistant chief. His operational experience includes assignments on ambulances, fire engines, ladder trucks, a Type 1 HazMat team, and a heavy rescue unit. He has responded to and managed a wide range of incidents, including high-rise fires, large commercial fires, wildland-urban interface incidents, basement fires, and balloon-frame construction fires. Prior to joining executive leadership, he served as Battalion Chief 1 in downtown Sacramento, one of the busiest operational areas in the region. In addition to his doctorate, Chief Saylors holds two associate degrees, a bachelor’s degree in finance, and a master’s degree in Security Studies from the Naval Postgraduate School. He regularly consults with fire departments nationwide on active shooter response, leadership development, succession planning, and post-incident analysis, and has published more than twenty articles on homeland security and fire service topics.

This research explores the modernization of personnel evaluation by moving away from outdated, periodic reviews toward a more dynamic and integrated framework. The research argues that successful systems must combine data-driven metrics and artificial intelligence with a strong focus on empathy-led leadership to maintain trust and relevance. By leveraging real-time analytics, organizations can move beyond subjective biases, yet the research emphasizes that these technical tools require human-centered governance to prevent impersonal surveillance. The research highlights that fostering psychological safety and continuous dialogue is essential for turning performance tracking into a meaningful tool for employee development. Ultimately, the research presents a balanced model where technological precision and compassionate coaching coexist to improve both organizational productivity and individual wellbeing.

Abstract: Personnel evaluation systems are undergoing fundamental transformation as organizations confront the limitations of traditional appraisal methods in increasingly dynamic, digitized, and data-rich work environments. Building upon Ilich's (2026) Integrated Personnel Evaluation Model (IPEM), this article examines how conventional performance management approaches—characterized by episodic reviews, supervisor-driven ratings, and structural biases—are systematically misaligned with contemporary organizational realities. Through integrative analysis of recent scholarship on HR analytics, artificial intelligence in human resource management, and psychological safety research, this study explores how the IPEM framework addresses three persistent tensions in modern evaluation practice: the conflict between algorithmic objectivity and relational legitimacy, the trade-off between continuous data capture and employee trust, and the contradiction between evaluation as control versus evaluation as development. Findings demonstrate that effective contemporary evaluation systems must be simultaneously more data-informed and more human-centered, integrating analytical precision with developmental purpose. This analysis contributes a theoretically grounded and practically actionable perspective for organizations seeking to build valid, trusted, and strategically relevant personnel evaluation capabilities in the digital economy.
