Research Reveals: AI Expands Opportunity in These 10 U.S. States


An August 2026 report on artificial intelligence’s influence on the workforce found that Virginia is the state where AI creates the most opportunities rather than replacing jobs. A new study by the IP address provider Floxy analyzed AI adoption rates, digital job openings, tech employment, and data center jobs across 50 states to identify where AI is expanding the economy instead of automating existing work.


  • Virginia ranks first, with more than one in four businesses already using AI and 228 data center jobs for every 100K residents, placing it firmly in the high exposure-high opportunity quadrant.

  • High-exposurehigh-opportunity states are concentrated on the East and West coasts, revealing a geographic divide in AI readiness.

  • Colorado has the highest AI adoption rate in the country at over 30%, while Utah shows the second-fastest growth in artificial intelligence usage among the top five.


The study evaluated all 50 states using two separate indices. The AI Exposure Index measures how deeply AI has already penetrated the economy, combining current adoption rates and adoption growth over two years. The AI Opportunity Index measures structural capacity for future AI growth. It combined digital job openings, tech employment share, STEM graduation rates, and data center jobs per capita. States were then classified into four quadrants based on whether they scored above or below 50 on each index.

1. Virginia

Virginia leads the country in AI opportunities for employees. More than one in four businesses here already use AI, as overall adoption grew by about 4% over two years. The state has roughly 230 data center and AI jobs for every 100K residents, a rate that is only matched by Utah. Tech workers make up nearly 9% of the workforce, giving Virginia the talent base to turn AI adoption into job growth rather than job loss. The state sits in the high exposure, high opportunity quadrant, meaning AI is creating new roles instead of just automating old ones. Much of this comes from proximity to Washington DC and a heavy concentration of cloud computing infrastructure along the Interstate 66 corridor.


2. Colorado

Colorado ranks second with the highest AI adoption rate in the country, where nearly one in three businesses already use the technology. Adoption growth has been more modest at under 3%, but the state makes up for it with strong fundamentals. Tech workers account for nearly 8% of the workforce, and the STEM graduate rate sits at about 5%, keeping Colorado firmly in the high exposure, high opportunity quadrant. The state has roughly 220 data center and AI jobs per 100K residents, giving it the infrastructure to support continued expansion. Colorado proves that high current adoption paired with a solid talent pipeline can sustain AI-driven growth even when adoption is not accelerating quickly.


3. Utah

Utah takes third place with a different profile. Current AI adoption sits at about 22%, lower than Virginia and Colorado, but it has grown by 4% over two years, the fastest rate among the top five. The state matches Virginia with roughly 230 data center and AI jobs per 100K residents, the highest density among high opportunity states. Tech employment accounts for 7.5% of the workforce, and digital job openings are strong at about 5%. Utah's young, educated population and business-friendly environment have made it a hub for tech investment. The data suggests that here, AI is a growth driver rather than a threat.


4. Georgia

Georgia ranks fourth with a quarter of businesses already using AI and adoption growing at about 3% over two years. The state has roughly 210 data center and AI jobs per 100K residents, placing it just behind the top three. Tech employment is slightly lower at about 5% of the workforce, but digital job openings are the highest among the high opportunity states at roughly 5.5%. Georgia has invested heavily in data center infrastructure around Atlanta, and those investments are paying off in AI-related job creation.


5. Massachusetts

Massachusetts rounds out the top five with about one in four businesses using AI and adoption growth of roughly 3% over two years. Tech employment is among the highest in the country at nearly 9% of the workforce, and the STEM graduate rate rose to 5%. Data center and AI job density is lower than the top three at roughly 140 jobs, but the state's deep talent pool from universities like MIT and Harvard keeps it in the high exposure, high opportunity quadrant. Massachusetts proves that a strong education pipeline can compensate for lower infrastructure density, turning a smaller number of data centers into a larger number of high-value jobs.


Aimen Hallou, Chief Technology Officer at Floxy, commented on the study: 


"Most discussions about AI focus on which jobs will disappear. That is the wrong question. The right question is which places will adapt. States with strong tech employment and STEM graduation rates are not immune to automation, but they have something that low-opportunity states lack: a workforce that can retrain quickly. When a warehouse worker in Delaware loses a job to AI, there are few tech employers nearby to hire them. When a similar worker in Virginia loses a job, there are data centers and cloud companies across town looking for people with basic digital skills. The geography of opportunity matters more than the number of jobs lost. And that geography is not evenly distributed."
